What distinguishes NOVA from other abatement or construction companies is its "turnkey" capability to take a job from the assessment phase to completion. Very few contractors have the ability to handle all environmental issues and/or deal with the problems themselves as they arise. Asbestos and lead concerns regularly hamper construction and demolition projects, resulting in very costly budget problems and scheduling delays. Our distinctive qualifications allow us to deal with these issues on-site timely and cost-effectively, without the need to retain an outside environmental abatement firm.
NOVA aggressively approaches every project by assembling a team of experienced professionals who design and implement a site-specific program, which economically achieves the desired project goals. Each team consists of specialists in environmental science, abatement processes, construction techniques, and health and safety. In addition, the project team is supported by staff professionals with expertise in project management, procurement, planning, regulatory affairs, building/fire code and other related services. The NOVA team is qualified to identify and characterize problems and design a reliable solution in accordance with Federal, State, and local regulations.
NOVA provides the services of a multidisciplinary, trained contractor team. The team is capable of performing all the major functions associated with abatement, demolition and construction services.
The objective of a project assessment is to evaluate potential liabilities associated with a particular property. The driving forces behind an assessment are Federal, State, and local laws and regulations, potential financial exposure, insurance considerations, and property value impacts. NOVA has extensive experience performing large, multi-state and multi-site assessment projects for banking institutions, law firms, developers, and major corporations. The initial site screening and document review concentrate on several issues:
• Are or were hazardous substances/waste stored or used at the site?
• Have releases of hazardous substances/waste occurred in the past?
• Are asbestos-containing materials or polychlorinated biphenyls present?
NOVA typically conducts site and project assessments in two phases. Phase I consists of listening to our client's needs and determining what actions to take. We review existing site information and conduct a visual site inspection to determine if further information concerning the site is needed to complete the evaluation. Phase II involves a more extensive investigation which includes implementation of on-site sampling programs and other related activities that will generate more detailed data and additional information. This new data and additional information is necessary to properly characterize the site and resolve questions resulting from the Phase I assessment. Once the Phase I and Phase II site assessments have been completed, the need for a Phase III (i.e., remedial action) can be evaluated.
Phase I environmental assessments concentrate on the investigation of the site's history and an examination of its current status. Information obtained from the investigation helps identify potential sources of contamination, past regulatory violations, historic releases, and other pertinent data, which will define the present environmental status of the property. The following is a typical scope of work:
• Contact regulatory agencies and review public records for information pertinent to the site.
• Review published hazardous waste facilities lists to determine the existence of known environmental problems with the site or adjacent properties.
• Conduct a visual inspection of the site for the presence of hazardous waste/materials, underground storage tanks, and other related environmental liabilities.
• Review published geological/hydrogeological information.
• Conduct a title search for past owners and usage of subject site.
• Review aerial photographs for historical land use information.
• Develop and submit a written report.
Phase II environmental assessments concentrate on an extensive investigation of environmental concerns identified during the Phase I. The primary goal of the Phase II assessment is to further define the vertical and lateral extent of potential contamination in the soil, the potential impact to groundwater, illegal air releases, and other areas of concern revealed in the Phase I. The following are examples of Phase II activities:
• Soil investigation, sampling and analysis
• Testing for potential asbestos containing material
• Groundwater sampling and analysis
• Air quality sampling and analysis
• PCB sampling and disposal
Once all of the field work and analysis has been completed, a final report of the Phase II site investigation is prepared by NOVA including a summary of the assessment activities and findings. Recommendations for remedial action, if necessary, will be submitted with this report.
NOVA has over 100 years of combined experience with all aspects of tenant improvement work. NOVA has the experienced personnel to successfully manage all aspects of the project including initial planning, budgeting, permitting, cost cutting initiatives, cost tracking, and project management capabilities. The following activities are typical of tenant improvement projects.
1) Client's Special Needs. Listen and understand the specific goals and needs of each client. We understand that all of our clients have different views of construction processes. In turn, we go to great lengths to ensure that we approach each project with thought and understanding specific to their requirements.
2) Initial Assessment. During the initial site assessment phase, site conditions are determined, including but not limited to location of the planned construction, type and quality of existing building materials, and the location, capabilities and specifications of the existing building infrastructure (HVAC systems, electrical, plumbing to name a few).
3) Permit Acquisition. After the initial assessment, NOVA personnel will obtain the appropriate permits from Federal, State, and local agencies, as required. Applications for the construction of any improvement include detailed plans of the proposed construction.
4) Construction. NOVA is well versed in the three key components necessary for the successful and proper completion of any construction project, specifically: project design; construction management; and support services.
5) Project Design. Site specifications and customer needs are primary concerns to NOVA personnel. Careful consideration is given to the project design and our communication with the project design team, architect, space planner or client representative. On many occasions, we have completed design build projects for our clients.
6) Construction Management. NOVA offers a full spectrum of construction services by personnel proficient in all aspects of construction and building services. We understand that the management, scheduling and tracking of each project is crucial to its success. Cost tracking, weekly construction meetings, safety meetings, and proper documentation are all key to the success of each project.
